Establishment of new tourism businesses with NSRF funding

New NSRF program for the establishment and support of tourism businesses The pre-publication for the support of the establishment and operation of new small and medium-sized tourism enterprises was made on October 11, 2023. Through this action, the Ministry of National Economy and Finance focuses on increasing the competitiveness of the Greek tourism industry with key pillars: The Investment Plan described by the Action Investment Plan Budget The minimum limit of subsidized investment project budgets is €80,000 and the maximum limit is €400,000. Investment Plan Support Rates Overall, the aid rate can reach up to 55% for investments carried out in remote areas or that create jobs. Duration of Investment Plans 24 months Which Investment Plan expenses are covered by the grant? The expenses covered are: Basic Participation Requirements The financing action concerns  start-ups and newly established medium, small and very small enterprises  that are expected to operate in the tourism sector. Location:  Investment exclusively in one region of the country. Projects with a location in the Regional Unit of Mykonos and the Regional Unit of Thira, in the Municipality of Thira, except for the Municipal Community of Thirasia, are excluded  . Eligible KADs:  The eligible KADs will be announced in the Detailed Invitation.  Location:  The company must provide accurate information and location data of the location of the investment.  Building permit:  The company must have an approved building permit or at least a filed application for its issuance in cases of construction and completion of buildings.  Land use certificate and use rights  Private Participation:  Private Participation is the percentage of the investment that will be financed from the company’s own resources. The percentage of Private Participation will be defined in the Detailed Invitation.  Reg. EU 1407/2013:  Meet the conditions for the application of EU Regulation 1407/2013 (De Minimis) on which the Action is based. Specifically for investments in tourist accommodations, the action distinguishes two categories:  Main Hotel Accommodations and Non-Main Hotel Accommodations. The basic requirements for Main Hotel Accommodations are: The basic requirements for Non-Main Hotel Accommodations are: Submission and evaluation of funding applications to the NSRF. What entrepreneurs who want to take part in the action and submit their application should know is that the participation requirements and comparative evaluation will be checked. Benchmarking is the process by which applications are evaluated against each other. Each application is scored based on certain criteria and the applications with the highest scores are selected for funding. DYPA: New Business Subsidy 2023

Subsidy for new businesses from DYPA (formerly OAED) for 2023 The Public Employment Service (DYPA) announced a new subsidy program for the creation of new businesses by formerly unemployed people aged 30-55. The program, entitled “New Entrepreneurship Program for 1,900 beneficiaries aged 30-55, with an emphasis on the digital economy”, offers subsidies of 14,800 euros to unemployed people who have set up businesses from 1/1/2022 until the date of the announcement of the action. The objectives of the subsidy The main goal is to promote the employment of the unemployed through their support for the creation of 1,900 new businesses. New Business Subsidy Support for the Establishment and Operation of New Small and Medium-sized Enterprises for 2023 from the NSRF In October 2023, the pre-publication was made for the action concerning the strengthening of entrepreneurship through the creation of new very small, small and medium-sized enterprises, in selected regional economic zones of all sectors of the economy, except catering, retail trade and tourism. The budget will be €190,000,000 and will be financed by the European Regional Development Fund (ERDF) and the Greek State. Which Businesses will it affect? Businesses that have not completed 12 months of continuous operation from the date of their start-up until the date of announcement of the action can participate in the action. The KAD will be announced in the announcement, but businesses in the catering, retail and tourism sectors are not included. Submission and Evaluation of Funding Applications Funding applications will be submitted only electronically without the submission of a physical file of supporting documents through the Integrated State Aid Management Information System (IPSKE). Strengthening the Establishment and Operation of New Small and Medium-sized Tourism Enterprises On December 18, 2023, the Ministry of National Economy and Finance announced the announcement of the NSRF program for “Supporting the Establishment and Operation of New Small and Medium-sized Tourism Enterprises”. NSRF Programs 2023 – 2024 New Business Subsidy

Strengthening the Establishment and Operation of New Small and Medium Enterprises The new NSRF program for subsidizing new businesses was announced on December 18, 2023. This action offers financing to new businesses that are starting from scratch or that have recently started and have not completed 12 months of continuous operation. The subsidized budget of each investment project ranges from €30,000 to €400,000 and covers 45% of the total cost of the investment project. The subsidy rate can be increased up to 60% if the investment is made in certain areas or if new jobs are created. Program Details Subsidy up to 45% of the investment plan Submission Period from 18/12/2023 to 29/2/2024 (time 15:00) Duration of investment plan implementation 24 months from the date of issuance of the integration decision. Business Categories Start-up and newly established Micro, Small and Medium Enterprises which will operate or are operating in the eligible KADs of the Call Category A. Start-up Businesses Businesses that will be established from the date of issuance of the Action Announcement until the first disbursement of the grant and will operate exclusively in eligible KAD(s), throughout the implementation of the investment plan and until the repayment of the investment. Category B. Newly Established Businesses The term newly established defines businesses for which 12 months of continuous operation of the Business KAD have not passed: They must operate exclusively in eligible KADs of the Action at the time of submitting the funding application, throughout the implementation of the investment plan and until the repayment of the investment. Basic Participation Requirements The proposed investment plan must concern at least one of the eligible KADs. They must submit a single funding application per VAT number. They must obtain a minimum score of 70 during the self-assessment of the investment plan based on the criteria in the Annex.They must provide evidence of securing the Private Participation of the proposed investment plan at a rate of at least 60%.
